How can Azerbaijanis study abroad with fully covered scholarship?
The President of Azerbaijan has signed a decree to provide full financial support for Azerbaijani students to study abroad in 2007. This decree has made dreams of hundreds of Azerbaijani citizens’ true in which CELT Colleges felt the need of support for Azerbaijanis to take advantage from this opportunity as much as they can.
Admission to Universities of Great Britain
The Kingdom has the most developed educational system in Europe in many areas. However, the educational system in Azerbaijan does not meet with British requirements. The public school system in the UK is a 12-year state-school system that requires all international students to meet the criteria in accordance with UK system. Therefore, Azerbaijanis who get their school certificate in 11 years are required to study a foundation year in either the UK or one year at the university or college in Azerbaijan. After completing this requirement, they may be eligible to apply for universities in the UK by having IELTS or TOEFL score which can confirm their English proficiency but other internationally recognized tests are also accepted.
Scandinavian Universities
Scandinavian Universities, which includes Norway, Sweden and Finland, namely are very competitive in the world today. They have complete free education system that attracts attention of a great number of students from different parts of the world. Azerbaijanis also prefer to get education in these countries as they are free from tuition, the government covers their living expenses, and at the same time, they prefer self-financing too.

North American Universities
Universities in the United States and Canada have been the highest-ranking universities in the world for several years . Although they are in the same continent, their educational systems are very alike.
Universities in Canada do not generally require special exams except TOEFL or IELTS and recognize 11-year school certificates to apply for Bachelor degrees. On the other hand, US universities usually require exams such as SAT (for bachelor), GRE and GMAT (for Master) together with TOEFL and occasionally IELTS.
